Reinstalled hard drive, now a white screen with folder? Icon flashing

I completed installing hard drive and dvd rewriterrewriter back into computer, and cleaned lint dust off inside computer, did start upcomputer. I started computer to checkowercheck the power and it now shows an image of a folder icon with a question mark on top of folder icon which is where the apple icon used to be. The folder and question mark symbol are both flashing. What does this mean. I am hayrelieved that I was able to put everything back together and that it powers onon, but only to thisit is now showing the screen with unique white screen ?folder icon in center of screen.
